Drug Screening

Rising Star Consulting, powered by Ceridian and Sterling Testing Systems is able to provide a full range of drug screening for your company and employees. Sterling administers over 350,000 drug tests annually. They are affiliated with all major national facilities for the provision of SAMHSA Certified drug testing services such as Laboratory Corporation of America, Medtox and Quest Diagnostics laboratories and collection sites. Their facilities strictly adhere to SAMHSA/NIDA and DOT regulations, and these sites are inspected regularly as per federal law. With over 3,300 primary collections sites available to clients, Sterling is in the unique position to provide nationwide federally regulated and no-federally regulated drug-testing programs.

Sterling is also compliant with the Business Associate requirements of HIPPA (the Health Insurance Portability and Accountability Act of 1996 and 45 C.F.R. parts 142 and 160-164, as may be amended, the “Privacy Rule”) and the HIPPA Chain of Trust requirement (45 C.F.R. § 142.308(a)(2).

Drug-testing results are monitored for both non-negative results as well as for any abnormal findings that may indicate adulteration. Upon identification of non-negative or abnormal findings, the donor is contacted for an inquiry into possible explanations for the presumptively positive results. The MRO (medical record officer) will contact the donor’s physician for confirmation of properly prescribed medications that might affect the drug test findings. If unable to directly communicate with the physician, the MRP will require proof that the prescription was issued to the donor by a qualified medical professional. If it is determined that a confirmed, medically prescribed drug would cause the initial non-negative findings of the test, the MRO will release the report as a negative finding.

You will be provided with a “site match” of patient service centers proximal to your location as well as with coded Chain of Custody forms. A Chain of Custody form should be given to each applicant. The applicant will take this form to the collections site for a urine drug screen.

Drug testing turnaround time
Turnaround time for negatives is 24 hours, whereas it is 48 – 72 hours for positives.

Also provided are the following services regarding drug testing:

Hair Testing
Hair analysis, which tests for the five most commonly abused drugs, follows procedures and policies also conformant to SAMHSA guidelines. This method of testing will reflect drug use over a period of approximately 45 days.

Each sample is cut from the root end and weighed. It is then cut again into very small pieces that are intermixed in order to create a more uniform sample. A portion is then sent to the laboratory for screening. Drugs are extracted from the hair in liquid form, which is screened by immunoassay techniques using ELISA.

Following this process, the sample may be reported as negative. If results are positive, a request is made to weigh out another portion of the original sample for confirmation testing.

The second portion of the original sample is subjected to washing, extraction and confirmation testing by GC/MS or CG/MS/MS. The sample will be confirmed as negative if there are no metabolites present or the result is below the cutoff. If there is a metabolite present or the result is above the cutoff, the sample will be confirmed as a positive.

Oral Fluid Testing
Oral Fluid (Saliva) testing provides an efficient and directly observable collection method that can be performed anywhere. This method will detect the standard 5-panel (Marijuana, cocaine, opiates, amphetamines and PCP). Ecstasy testing can be performed upon request. The window of detection is approximately one to three days.

The donor places the collection pad between their lower cheek and gum for two minutes. The pad is then sealed in a specimen vial and sent to a laboratory for analysis.

On-Site Urine Drug Screen Collections
On-site urine drug screen collections are facilitated via the same nationwide network of providers. All on-site collections should be coordinated at least two weeks in advance through Sterling Testing Systems’ client service department, which means that Rising Star Consulting will need to be notified at least 3 weeks prior. Limited accommodation can be made if three weeks notice is not feasible.

Alternative testing methods such as oral fluid testing and POC (Point-of-Care) rapid urine drug screening kits are also available. Rapid drug screening kits do not require laboratory testing; however it is recommended for confirmation of positives. These tests are conducted at the client’s offices and results are available in minutes.

Random Testing
DOT regulations are followed regarding Random Testing. Selections for the client will be done at the frequency determined by the client. For non-DOT screening, the percentage of the random pool to be screened per calendar year can also be determined by the client. For DOT screening, the total must be 50% of the random pool. Alcohol tests required for DOT screening are administered to 10% of the random pool annually. This testing is optional for non-DOT screening.

24/7 Post-Accident Drug Screening Services
Through our affiliation with providers located nationwide, we can provide emergency urine drug screen collection and breathe alcohol (EBT) testing for post-accident testing. Immediately following an accident, a supervisor or manager can call a toll-free telephone number to coordinate the needed services. This telephone number is manned 24 hours a day, 7 days a week. A certified collector/EBT operator will be sent to the client’s premises to perform the UDS collection and EBT screen within one to two hours.

Blood Testing Services
We have the ability to provide 5, 7 and 9 panel drug screens through blood testing. Collection and chain of custody protocols remain the same as urine testing services.

Physicals
Physical exams performed in accordance with DOT regulation for pre-employment and to maintain a CDL current (2 year renewable), are performed at a third-party collection facility. Most facilities require appointments be made in advance for this.
